HSDF  Virtual Discussion with Mr. Bill McElhaney (June 9, 2020)

Mr. Bill McElhaney has been appointed as the chief information officer of the Office of Information Technology at U.S. Citizenship and Immigration Services.

Before his appointment at USCIS, McElhaney was a partner at a DC-based IT solutions, integration, and consulting firm, Integrity One Partners (IOP). There he was responsible for developing and driving business and operational strategies. McElhaney also supported the delivery of tactical IT solutions across the federal government landscape while providing insight to drive information technology program strategies and inspiring comprehensive executional approaches.

Before his role at IOP, McElhaney was director of systems development at U.S. Immigration and Customs Enforcement (ICE) from 2006 to 2011. McElhaney also held other federal positions, including technical architecture and integration at ICE (2003-2006), director of technical architecture at Immigration and Naturalization Service (INS) (2001-2003), chief of office systems at INS (1994-2001), and systems analyst at INS (1990-1994).

He has received multiple federal executive awards and recognitions from the Department of Justice, Department of Homeland Security, and Office of Management and Budget.

McElhaney graduated from the University of Maryland University College with a bachelor’s degree in management information systems. He is also an alumni of the Office of Personnel Management‘s Federal Executive Institute (FEI).
