About the Career of Mr. Jeffrey Caine

Mr. Jeffrey Caine currently serves as the U.S. Customs and Border Protection (CBP) Chief Financial Officer (CFO) and Assistant Commissioner (AC) for the Office of Finance (OF). In this role, he serves as the principal advisor to CBP leadership for budgetary and fiscal matters for a $17 billion appropriated and fee-funded budget, as well as revenue collection and management, accounting policy and systems, internal controls, financial operations, and audit administration.

Prior to his current position, he served as the CBP Deputy CFO and Deputy AC for OF. He returned to CBP in July 2016, as the Executive Director for the OF, Budget Directorate after serving for two years in the position of Deputy Director, Budget, Office of the Chief Financial Officer, Department of Homeland Security (DHS). At DHS, he oversaw the administration of the Department’s total budgetary resources to ensure the efficient and effective use of funds. This included budget formulation, execution, control, and monitoring of all activity involving the DHS budget, appropriations, and expenditure of funds; preparation of Congressionally-required budgetary reports; preparation for hearings; and negotiation of funding levels with the Office of Management and Budget and Senior Leadership.

Mr. Caine has over 34 years of Federal service, the first nine years of which he spent as a Budget Analyst and Branch Chief at the General Services Administration. In 1996, he was selected at legacy U.S. Customs Service, where he served in increasingly responsible positions in the Budget Division, culminating in his role as Senior Financial Program Advisor to the Executive Director of Budget in 2000. In 2003, Mr. Caine served on a detail to start-up Departmental CFO functions during the Homeland Security transition. He provided leadership to the budget and financial staffs of the new DHS agencies and was instrumental in the development and roll-out of the first-ever Budget for the new Department.

Following the stand-up of CBP, Mr. Caine served for nearly two years as the Senior Budget Advisor to the Commissioner of CBP. He was subsequently named Director, Program Control

Division for three years engaged in planning, measuring, and reporting on CBP’s organizational performance relative to the Secure Border Initiative (SBI). In his next assignment, Mr. Caine returned as Senior Advisor to the Commissioner and Deputy Commissioner of CBP, a post he held for more than three years. Then in April 2012, he was selected Deputy Executive Director for Mission Support, in the Office of Field Operations.

Mr. Caine is a 2013 graduate of the Department of Homeland Security SES Candidate Development Program. He received a Master of Science Degree in Management for Organizational Effectiveness from Marymount University in 1994, and a Bachelor of Arts Degree in Political Science from Mary Washington College in 1987.
