Todd Owen, Former CBP, Executive Assistant Commissioner for Field Operations

Todd C. Owen became the Assistant Commissioner, Office of Field Operations, on February 8, 2015. Mr. Owen oversaw more than 29,000 employees, including more than 24,000 CBP Officers and CBP Agriculture Specialists. He managed an annual budget of $5.2 billion for operations at CBP’s ports of entry and numerous programs that supported national security and the facilitation of lawful travel and trade.

Mr. Owen was previously the Director, Field Operations (DFO), for the Los Angeles Field Office. As the DFO, he had responsibility and oversight for all CBP operations in the greater Los Angeles area, including the Los Angeles International Airport (LAX), the twin Los Angeles/Long Beach seaports, and the Las Vegas International Airport.

Prior to arriving in Los Angeles in July 2011, Mr. Owen served as the Executive Director of Cargo and Conveyance Security in Washington D.C., a position he held for six years beginning in 2005. He was responsible for all cargo security programs and policies for CBP, including the Container Security Initiative (CSI), the Customs-Trade Partnership Against Terrorism Program (C-TPAT) office, and all non-intrusive inspection technology and radiation portal monitor deployments.

Mr. Owen served as the Director of C-TPAT from January 2005 until May 2006. Before arriving in Washington, D.C., he was the Area Port Director in New Orleans, where he was directly responsible for all CBP operations throughout Louisiana. Before being selected as Area Port Director, Mr. Owen spent eight years in South Florida where he held various trade related positions within OFO and the Office of Strategic Trade.

Mr. Owen began his career with the U.S. Customs Service in 1990 as an Import Specialist in Cleveland. He is a career member of the Senior Executive Service, was a senior executive fellow at Harvard University’s John F. Kennedy School of Government. Mr. Owen is married and has two sons.
