Dr. Gowen is the Chief Data Officer (CDO) and Senior Data Scientist (SDS) for U.S. Department of Homeland Security’s (DHS’s) Office of Countering Weapons of Mass Destruction (CWMD). Prior to joining DHS, he was the Chief Technologist and Special Adviser to the CIO at USAID. Previous assignments were Director of the Defense Computer Forensics Laboratory (DCFL) and the Associate Director for Innovation and CTO for NASA’s Goddard Space Flight Center (GSFC). He has worked for several other agencies within the federal government to include the U.S. Army Corps of Engineers, Air Force, DIA, and Dept. of Army as well as various private-sector organizations to include Honeywell, MITRE, McDonnell Douglas, and General Motors.

Dr. Gowen has had assignments with state-level public-sector organizations to include the University of Nebraska, Arizona State University, and Mississippi State University, and he has had assignments at two different combatant commands (COCOMs): USSTRATCOM and USTRANSCOM. He worked as a consultant for the NASA Safety Training Center (NSTC) where he taught civilians and contractors the latest methods for developing safety-critical software systems.

Dr. Gowen was selected to be in the Marquis Who’s Who in Science and Engineering for his work in software safety. Dr. Gowen completed his Ph.D. and M.S. from the Department of Computer Science and Engineering at Arizona State University and his B.S. with a double major in computer science and mathematics from the University of Nebraska.
